Deputy CIO – Public Safety & Justice
Job Description Core Responsibilities: * Establish a business technology strategy, multi-year roadmap, and related goals/objectives in direct alignment with the strategic plans and objectives for Public Safety & Justice (PSJ) functions to include Police, Fire, Corrections, and all Judicial Agencies * Ensure Police, Fire, Corrections, and Judicial departments are satisfied with IT across all the services and solutions to which they subscribe * Collaborate with PSJ clients to fully understand their current and ongoing needs, to represent these needs back to the IT organization, and to facilitate the resolution of demand for and supply of IT products and services * Represent the IT organization to PSJ clients so that appropriate expectations can be set and disconnects can be identified and resolved through negotiation or governance mechanisms * Routinely communicate PSJ IT service performance metrics and trends to include technology reliability, customer service quality, data security, and project delivery * Directly oversee PSJ-related business technology management including business requirements, functional/technical design, software build/configuration, and Level II IT support. * Partner with the Infrastructure & Operations, Service Desk Operations, and other IT shared service teams to ensure on-going reliability of PSJ technology, mitigation of data security risks, and high customer service quality * Partner with the PMO Office to oversee and monitor all PSJ IT project schedules, resources, budgets, and risk/issues. Partner with PSJ leaders to help mitigate risks & issues and ensure project outcomes are achieved. * Oversee all PSJ IT human capital management, IT budget/financial management, and IT vendor management activities for Public Safety and Justice Clients. * Participate in PSJ and IT executive staff meetings. Chair the executive-level PSJ Project Review Board. Present all PSJ-related IT legislation to City Council for approval. Minimum Education & Experience: * Bachelor’s degree from an accredited college or university in Information Technology, Criminal Justice, Public Administration, or a closely related field * 10 years of experience in working with Public Safety & Justice Systems * 10 years of management and strategic experience in technical environment Preferred Education & Experience: * Master’s degree from an accredited college or university in Information Technology, Criminal Justice, Public Administration (equivalent professional experience may be considered for substitution for the master’s degree on an exception basis) Knowledge, Skills & Abilities: * Excellent leader who can manage, engage, develop and motivate the PSJ IT team and be a major contributor to PSJ as an influential, team-oriented and creative business partner * Strong leadership capabilities with proven ability to influence, inspire, and motivate PSJ stakeholders and employees * Excellent business relationship management skills with proven ability to build and nurture effective relationships with PSJ city leaders as a foundation for effective collaboration and decision-making * Proven success in leading/transforming an organization into a delivery focused/customer centric service model * Expert knowledge of software application development concepts with proficiency in enterprise-related software, services, and technology solutions * Strong written, presentation and interpersonal skills. * Results-oriented, with the ability and desire to achieve goals * Professional approach with a high degree of integrity
