1.  You won't want to miss the NAJIS Conference--it's is only a month away

The NAJIS conference is one of the few forums remaining where justice information sharing practitioners from across the country can network and learn from each other.  Please plan to join your peers October 31 through November 3, 2016 in Tuscon, Arizona!  Register and make your hotel reservations here.

A few session highlights include.... (see the entire agenda here.)

  • Crisis Management, Presenter:  Sheriff David Theel

When crisis hits a community, time is of the essence, and governmental communication and coordination is crucial. Learn how to develop a multi-agency crisis management plan before crisis hits. Law enforcement officers and other community leaders from Tucson will provide crisis management lessons learned from the mass-shooting involving Congresswoman Gabrielle Giffords.

  • Hacktivist Targeting of SLTT Governments: Tactics, Techniques, and Procedures,  Presenter:  Emily Cranston, Senior Cyber Intelligence Analyst, Center for Internet Security (CIS), Integrated Intelligence Center (IIC) Multi-State Information Sharing and Analysis Center

Over the past two years, hacktivists significantly increased their targeting of law enforcement, with posted threats and cyber activity against law enforcement agencies, networks, and officers. The repercussions of which lasted for hours or days, and sometimes jeopardized the safety of the officers’ and their families. This presentation will explain common Hacktivists tactics, techniques, and procedures (TTPs), identify key actors, and discuss the actionable steps law enforcement agencies and officers can take to prepare when targeting is anticipated
  • Justice and Health Exchange: A Case Study of Analytics, Presenters: Andrew Owen, SEARCH & Debbie Allen, Justice Planner, Adams County, CO, Criminal Justice Coordinating Committee

The Adams County CJCC identified, as a strategic priority, the need to complete the evidence-based SAMSHA GAINS Sequential Intercept Model (SIM) of their community’s criminal justice system. The SIM was used as focal point to assess available resources, determine gaps in services, and plan for ways to prevent initial or further penetration into the criminal justice system by justice-involved individuals with behavioral health and/or substance use-disorders. To engineer solutions to decrease recidivism, improve coordination and collaboration, link to appropriate resources/services, and place greater emphasis on the needs of the target population, stakeholders realized that they had to leverage data and technology. During the session, the presenters will describe the multi-faceted pieces to the initiative including governance, negotiating HIPPA, CFR 42, and CJIS, and justice information sharing standards. The presenters will also talk about the Open Justice Broker Consortium (OJBC), through which Adams County is reusing information exchange technology developed in other jurisdictions to accelerate its work, and through which the County will in turn make the analytical tools it develops available for others to reuse.

During the conference, there are also many opportunities to share your challenges and successes and network with your peers:

  • NAJIS Roundtable: Justice IT Projects and Problems This interactive session is your turn to speak. A representative from each agency/jurisdiction will be provided 3 minutes to share their concerns. This is a great opportunity to share key initiatives and challenges facing your jurisdiction and hear what others are doing around the country.
  • Networking Event: Wild Horse Ranch, A true Arizona-inspired networking event will feature dinner, dancing, and star-gazing at Wild Horse Ranch. NAJIS will have the run of the 20-acre Wild Horse Ranch, which sits high above the city and is surrounded by lush desert. Built in the 1890’s, it is the oldest guest ranch in Arizona. The intrinsic beauty, rich history, and outstanding food and entertainment of Wild Horse Ranch will make this a not-to-miss networking event!

I hope to see you there!
